Regulatory Framework in Alberta

Boiler and pressure vessel operation in Alberta is regulated through a layered framework of provincial, national, and industry standards:

  • ABSA (Alberta Boiler Safety Association): Provincial regulatory body responsible for pressure equipment safety in Alberta. ABSA administers the Safety Codes Act and ensures compliance with pressure vessel and boiler regulations. All boilers and pressure vessels operating in Alberta must be registered with ABSA, inspected annually, and maintained in accordance with approved codes and standards.

  • CSA B51 (Boiler, Pressure Vessel, and Pressure Piping Code): National standard adopted by Alberta for design, construction, installation, inspection, and repair of pressure equipment. CSA B51 establishes minimum safety requirements, inspection intervals, and acceptable repair practices. All work we perform adheres to current CSA B51 code requirements.

  • CRN (Canadian Registration Number): Equipment registration system verifying that boilers and pressure vessels meet applicable design and construction codes. New installations and replacement equipment must have valid CRNs before being placed into service. We verify CRN compliance during installation and commissioning work.

  • ASME (American Society of Mechanical Engineers): International code for pressure vessel design and construction. Most boilers operating in Alberta are built to ASME Section I (Power Boilers) or ASME Section IV (Heating Boilers) standards. ASME Code Stamps verify equipment was manufactured to code requirements.

Regulatory Framework in British Columbia & Saskatchewan

  • TSBC (Technical Safety BC): We are authorized for Class A work in British Columbia under our License # LBP0000847.

  • TSASK (Technical Safety Authority of Saskatchewan): We are able to perform Alberta Rig Boiler Inspection Reports to have boilers authorized to operate in Saskatchewan.

JC Boiler holds the certifications and quality management authorizations required to perform code-compliant inspection, repair, alteration, and certification work on boilers and pressure vessels in Alberta and BC, and can perform Alberta Rig Boiler Inspection Reports to have boilers authorized to operate in Saskatchewan.

ABSA Alberta Quality Program (AQP) Authorization: JC Boiler is authorized under ABSA's Alberta Quality Program (AQP), a mandatory Quality Management System for organizations that construct, repair, or alter pressure equipment in Alberta. Our AQP authorization allows us to legally perform repairs, alterations, component replacement, and pressure vessel work that requires ABSA oversight and certified quality management procedures.

The AQP program is more than a certification—it's a comprehensive quality management framework that ensures every repair, modification, and alteration we perform meets ABSA requirements and ASME code standards (including ASME B31.1 and B31.3 for piping systems).

What AQP Authorization Means:

  • We maintain a documented Quality Management System (QMS) approved by ABSA

  • Our work is subject to regular ABSA audits and authorized inspector (AI) oversight

  • We follow documented procedures for welding, pressure boundary repairs, component alterations, and quality control

  • Our Certificate of Authorization is current and valid (typically issued for three-year terms)

  • We notify ABSA of any changes to key personnel or quality management procedures

COR (Certificate of Recognition) - Safety Compliance: JC Boiler holds a Certificate of Recognition (COR) through Alberta's Partnerships in Injury Reduction program. COR certification verifies that our health and safety management system meets established standards and that we maintain effective workplace safety practices.

COR certification demonstrates our commitment to:

  • Documented safety procedures and hazard assessments
